I think we may be talking about different definitions of "Catalog".

Thimo when you mention "Windows Mobile Catalog" do you mean
http://www.microsoft.com/windowsmobile/catalog/?

If so take a look at the page "Mobile2Market: Certification & Marketing
Program" available at
http://msdn.microsoft.com/en-us/windowsmobile/bb250547.aspx or publish your
application via a platform such as Handango etc.

This is also something which possibly may change in the future. Details for
the new Windows Marketplace for Windows Mobile
(http://www.microsoft.com/presspass/press/2009/mar09/03-11WMMDevelopersPR.mspx?rss_fdn=Press%20Releases)
for example mention a different set of rules and process for inclusion in
the catalog.

This is different from what Vishal has interepreted you to mean. He is
discussing the Windows CE Component Catalog.
